I have a question about interpreting the Exponent Status Distribution report. For instance, on the line with Exponent Start 17,000,000, it shows "1" under "available LL". Does that mean that there is one number in the 17 million to 18 million range that can be assigned for a LL test? (Other lines are similar.) If that is the case, then why don't these small exponents get assigned?
