"physical printer", as opposed to "virtual printer"?  Yes, it's an
actual printing device that uses paper and toner.

"communicate with over the network" as opposed to (e.g.) "communicate
with over USB"?  Yes, the communication with the print server that
manages the printer will occur over the network.

And yes, I want a queue on my local machine (turning my local machine
into a print server) so that others can queue print jobs on my machine,
including network clients.  Those print jobs would then be forwarded to
the network print server.

"Add access to printer" sounds like something I would do after I had
already added the definition of the printer to my system.

I'm just saying the terminology is confusing.  Hopefully you now see
why I was confused.
