If you have Photoshop 7, with it's extra text editing features, you should
be able to do the whole design in Photoshop (should be possible with
Photoshop 6 as well).

If you need to send the finished design to a printer, you can always save it
as a PDF, and include all the vector data, or as a Photoshop EPS.

The purists will throw up their arms buts it's actually possible to save a
file as a TIFF out of Photoshop and have averaged sized text reproduced (on
coated stock) so it's perfectly legible. A good fallback if your printer
can't handle PDF's or you have font incompatibility problems.
