1. Start recording a new action
2. Choose Image, Image Size.
3. In the Image Size dialog box click the flyout menu of the Pixel
Dimensions field and choose "percent" instead of "pixels"
4. Enter the figure of 105, making sure the "constrain proportions" link is
active.
5. Click OK
6. Stop recording the action
7. In the Actions Palette, drag the "Image Size" command of the action onto
the new action icon to duplicate it.
8. Select both copies of the "Image Size" command and drag them onto the new
action icon to make 4 copies. (this equals an enlargement of about 116%)
9. 21 copies of the action on a 10Mb file allows you to go and make a
coffee.

I use a spreadsheet to calculate the number of copies of the action to make
active.
This formula has always worked:
Target dimension divided by old dimension multiplied by 100 equals the
enlargement percentage.
