one way,

You can make a selection of these areas, make a new layer and blend as 
multiply. Make multiple new layers of highlights and blend each time as 
multiply. You will see the density increase with each new layer. If it is too 
much control by using opacity setting of layer.

Also/Or, after making new layer of highlights only do a curves bringing 
max highlightdown (below 255). This will lower the blow out below pure 
white.
However if there is no detail it tends to look muddy gray if you go too far.
