One solution to the fringing that works on any system PC or Mac. Select only the
color channel the color of the fringe, do a select all, and us arrow keys to move it
1 pixel or so to remove the problem. Sometime it takes moving another channel the
other way.

If , as i suspect, it is a digital problem (ie color aliasing) which occurs when two dissimmilar colors are against each other on a sharp edge (you sign)
Since the sensor has to calculate the misssing values for the other 2 two not sensed
at that point you get a fringe,

Example 1 row white pixels (sign) 1 row black pixels (background) with the
software caluculations to determine the other values you end up with a row of
gray pixels. So if sign is white, background is green you get a row of red pixels.

Other techniques to help out. Convert image to LAB color in photoshop.
Select "a" channel and Blur it. Or select "b" channel and blur it or both. this will
smear the color info wothout losing the tone info. Can help a lot but be careful not
to blur to far.
