I'm not sure about the Picture Package item, but the explanation for the
batch numbering feature is that very occasionally, things get added as a
result of alpha or beta tester feedback too late to be included in the
manual. In the case of the hash numbering, it was added after "UI Freeze" --
the latest date where the visible UI is allowed to change (this is for
localization as well as documentation reasons). That meant that the feature
couldn't be controlled by any buttons, checkboxes, or menu items. Manuals
have a *very* long lead time. Also, sometimes things accidentally get
omitted from the manual -- documentation has bugs too.

One might reasonably expect both of these things to change in a future
version.
