Since the standard advice with USM has always seemed to me to be check
at 100% on screen do I guess your 50% screen advice assumes a 300ppi
file is being used and printed on 150lpi screen? Logically for regular
litho work this seems like very good advice.

Basically yes. Seems rather better than taking 100% and then having to make an educated guess as to how over the top visually it should be to be 'right' in print. Anyway I like to carry out sharpening to files converted to CMYK rather than to the RGB prior to conversion. As you will know there is no standard way to sharpen....there are many permutations that can be used. Definitely not push button stuff if you are fussy.
