At the risk of sounding a bit negative, if your processor, motherboard, memory and hard drive are not up to the job you're basically looking at a totally new PC, are you not?
Maybe get a feel for the specs of machines at PC World and then shop around on the net - Dell, I think have a good reputation? It's a long time since I bought a new PC (converted to Mac 5 years ago), but the same principles apply irrespective - personally, I usually go for the 2nd or 3rd fastest processor (no point paying an extortionate premium for the fastest - there's rarely much difference, unless you're talking G3 to G4). RAM the motherboard up to the max. And PC's usually come with pretty large hard drives nowadays (40 - 80 GB).
I have a separate, fast, hard drive (easy to install) as a scratch disk for Photoshop - speeds things up no end.
