I would have thought that if it had been zapped it would not just affect IE/Outlook. Has the G4 had a knock? It could be a virus.
I'm a PC man, but try uninstalling and reinstalling the various bits, but make sure you save your favourites and shortcuts as well as your address book and any important mails first.
