I've had several replies off list and they all say "Spill the beans, Kido,
cause I ain't got a clue." Here's one typical reply from an above average
Joe:

rotate and measure and couldn't do it, even though I regularly use it to
rotate the canvas. 

I use photoshop every working day and consider myself to be a reasonably
competent user. I await your posting with bated breath"

It was Jeff Schewe who spilled the beans on the Photoshop features forum in
answer to my request. Here's a slightly modified version of his reply:

To rotate a layer's content arbitrarily, take the following steps:

1. Use the measure tool to draw a line along the diagonal that you want to
be vertical.

2. Hold down the Alt/Opt+Shift keys and drag from bottom of the measure
line's end point to transform it to a protractor.

3. Choose menu Edit > Transform > Rotate.

4. Press Enter/Return

The layer will be rotated and interpolated. Of course, the above method can
be used to rotate layer content to any angle and not just the vertical.

That's it. I've been using the Measure tool, making a note of the angle,
calling the Free Transform command and plugging the settings in the Options
bar for Set Rotate! Duh!
