No she isn't.

The questions Jackie and other commissioners should be asking are what do
they specify to the photographer.
That's the size, type and quality of file, RGB or CMYK, type & quality of
proof, delivery method, etc etc.
The cost of the kit is relative to the clients uses & the client should
first ascertain what their repro criteria are, is it web or litho print, etc
I think Jackie mentioned A2 - litho or inkjet?

So I think that the way to go about this is:

Ask 3 competent repro houses what they want
Ask the designers want they want
Ask the commissioned photographers to do their homework - many should be
digitally aware.
Ask an independent expert to advise on to suitability of digital imaging to
your style of work. They could work out a set of tech specs for you to give
to your photographers who can either chose to stay in the race or not (when
they see the price of some kit they may opt out)
And whatever budget you arrive at - Double it!

Now a question from me.
Does Savills perceive digital as cheaper than film? If they do then who will
be funding the higher charges that the photographers will have to charge to
afford the kit?
I doubt that Savills will be paying more.
