Dear Shangara

As far as I can remember(back in the days of PS5), you can consider Adobe
Illustrator to run a really lossles rotation to image files, and the
suggestions was to open files in AI, run the rotations and then move on to
PS.

Other " pixel crunching" operations like the Transform operations can be
equally run in Illustrator  without loss of quality. I have to mention that
loss of quality in this scenario means a "softening" ,some loss of sharpness
of the pixels induced by this sort of processing. I can't tell anything
about damage in pixel content and color.

Perhaps the newer versions of PS have already solved this riddle and your
testing is showing exactly what is happening. But it may be still worth it
to try the thing in AI one more time.
