It was Bob Marchant, not Bob Croxford, who was looking in to this some time ago...
As far as I know you can't alter the settings in Mail. Having said that, the encoding used is Appledouble/MIME, I believe, and *should* be fine to use when sending to PCs.
What issues are you having?
