I got a quick answer to my question about the maximum RAM that Photoshop can
use: 2 GB. 

It's the maximum that ANY individual program can use on a Mac, and the
situation is similar on a Windows PC; here is part of Marc Pawliger's (one
of Adobe's Photoshop gurus) reply:
