It may vary between ISP but with Onetel, the 1mb connection had a 512k upload speed but was about �17 more a month. I'm not sure if they're still doing that, they're always doing promos but recall a good FAQ on their site.
Its also worth checking mail box sizes, some of the ISPs give you ridiculously and impractically small mail limits and it just takes one misdirected file to initiate a sequence of failure receipts (here's looking at you listmum <g>).
