In PS7 click 'save actions' in the Actions palette pop-out menu (mine is always for some reason greyed out...)
You have to have a particular set of actions highlighted to do a save. Once saved, then Load from the same menu in CS and navigate to wherever you saved the previous file. So far, all of my actions have transferred from one to the other just fine. If your actions call custom styles make sure you save an load them into CS using the same method on the Styles pallet.
