[PRODIG] Photoshop CS and JPEG file sizes

I've just been trying to send some thumbnail JPEGs to a client and 
find that I can't get the file sizes below 100K.  A 600 by 400 pixel 
image compressed at quality 3 comes out at 136K; the same image 
compressed to quality 3 using PS 5.5 is only 50K.  Anyone have any 
ideas why?
I'm using a G4 Mac and OSX 10.2.8 - and I'm also finding PS CS slow.
