Settings are for burning ISO 9660, CD rom, Allow Mac names, and I am burning
images.
Don't mess with those settings. Why its not working for you I have no clue, but you're making this more complicated than needed. Use the Data Tab in Toast (I'm on V 5.2.1 with Panther but I assume its similar) not the Other tab. Under the Data tab choose Mac OS and PC (Hybrid) PC. I believe that is the default setting. Drag files, hit burn. You can read the resulting CDs on most any platform/OS you like.
