I'm trying to batch process a large number of images. At the moment I am
using a Mac OS 9.2 or if needed OSX. I am trying to upsize 17mg tiffs to
50mg tiffs using Genuine Fractals. As you know this is a 2 stage process i.e
open tiff save as an .stn file then open .stn and close as a tiff. Using
p/shop 5.5 I am only able to perform the first OR second stage through
automate-batch.

If you have OSX, have you considered an upgrade to Photoshop CS? This new version apparently has an improved bicubic interpolation algorithm that makes Genuine Fractals & other methods of upsizing obsolete (according to some).

Might be worth a test, especially if it could save you a bunch of time and headaches.
