Generally, texture can be added in an Overlay layer. Place a grayscale version of the desired texture in an "Overlay" layer (change the layer apply mode to Overlay) – values that are darker than mid-gray in the Overlay layer will darken the underlying layer, lighter values will lighten the underlying layer. This is also a good way to add noise or film grain effects.


In the case of a regular repeating texture like fish scales you might need to distort the pattern to fit the underlying contours. Though you could probably get a serviceable effect using "Liquify", this is probably best achieved using a displacement map built from the original image – make a grayscale copy of your original & blur it slightly. When you run Filter-> Distort-> Displace... load this blurred grayscale copy in the resulting dialog & set the scale values to 10-20 or thereabouts. Displace maps are kind of confusing so it will take some experimentation to get the hang of it.
