You don't say which OS you are on but if you un-tick the box in your modem prefs which says something like 'Connect automatically when required' this sort of thing shouldn't happen.
I run a thing called 'Little Snitch' in OSX. Works a treat, keeps you in control. Look on versiontracker.com.
