I don't have permission to use the Classic System Folder

If you can't start the Classic environment because you don't have permission
to use the Classic System Folder, your system administrator must change the
permissions for the Classic System Folder so that you can use it. Usually,
users who are not administrators of the computer should get only Read access
to the System folder to avoid the possibility of damage to the folder.

To change the permissions for the Classic System Folder:
    1.      Log in to the computer as an administrator.
    2.      Open System Preferences and click Classic.
    3.      In the Classic Preferences pane, select the Classic System
Folder for which you want to fix the permissions.
    4.      Open Disk Utility and choose File > Fix OS 9 Permissions.

The Disk Utility application is located in the Utilities folder in the
Applications folder of your Mac OS X disk.

In general, you should log in as the computer's administrator to install Mac
OS 9 software. This can help avoid problems with permissions.
