I read the letters about e bay with great interest. My first experience was of an advert for a Canon 1DS at a most reasonable price ( giveaway?). The advert said that the person selling lived in the UK. I sent an e mail asking the advertiser about payment. The reply came from an Italian address. A lady, whose name I can't recall, asked for a quick payment via Western Union and on receipt, she would send me the camera. I then suggested Escrow. I never heard from her again. e bay could set up a simple e mail window for suggested investigations into which buyers could place the the item number. it would just draw e bay's attention to anything suspicious without actually making a formal complaint. Most people don't want to get too involved. The Pay-pal system is very good and a complaint there is rigorously investigated.
