In answer to your question - the File Browser no longer has a split personality where it could be either a palette or a Window, it is a similar entity to the Text palette, but has more power, in that it is always available.
The icon of a folder and magnifying glass that resides to the immediate left of the Palette Dock is a toggle for the File Browser.
If the File Browser is hidden, but open, a single click brings it to the front.
If it is closed, a single click will open it.
If it is open in the front, a single click will cause it to close.
If it hidden, but open, a double click on the icon will close it.
If the File Browser is open and you double click a file, or a series of selected files, the File Browser remains open when the files have opened (in Adobe Camera RAW, if they were RAW files recognised by that plug-in, and the files will open consecutively as each is either opened within the main program, skipped or updated {according to whether Shift or Option were held when hitting OK}).
Holding down the Option key when double clicking either the Preview or Thumbnail icon view of the image/s in the File Browser will immediately close down the File Browser and open the selected file/s.
I believe this is a vast improvement in functionality for the File Browser, over version 7. When you can also save a variety of File Browser configurations dependent upon how you wish to use it as separate named Workspaces, this makes for a very powerful tool in improving workflow.
By way of example, I have a workspace where I have a very large Preview and a single vertical line of Thumbnails, another which completely fills the second monitor with Thumbnails, both with almost no sign of the Metadata or Folders, yet another with Folders fairly large, and comparatively small previews and largish Thumbnails - each workspace performs a different task.
Does that help you realise the full potential of the CS implementation of the File Browser?
