Filter/displace is what you want. Start with the image of the shirt, convert it to grayscale blur it a bit and maybe pump up the contrast. Save this somewhere handy as a .psd (it will be the "map" you use to displace). Then with the water image open select filter/distort/displace (you can use the defaults) and when prompted select the "map" that you saved earlier. You might then want to revisit the map to tweak the effect.
