In Design Graphics issue 101 they had a tutorial on this very subject: To paraphrase: Frost and snow fall on the same areas that midday sunlight does, upward facing surfaces. Using the Channel mixer they produced a monochrome (make sure to check this box, so you work on the gray output channel) that was used in conjunction with the a lighten blending mode. They made a channel mixer adjustment of red +200%, green +100%, blue -50% and constant -60%, then additional tweaks to the blue and constant sliders for appearance. They tweaked the different channels according to the subject, including using the threshold, occasional layer masks to affect different parts with different settings. They managed to turn very bright summer images into killer snow scenes.
