Michael,

Currently I believe CS can only use up to 2GB of memory, while WinXP can use up to 4GB. So 3GB is probably the best solution economically, allowing you to allocate the full 2GB to CS and still having 1GB for the OS and plugins that need memory outside CS's allocation. I have read on the PS forum that Adobe may consider increasing the memory use above 2GB now that such amounts are becoming more common.

Although using 3GB instead of the max 4 saves money, it does pose a slight problem if you are using dual channel memory. For max speed, each channel should have the same memory chips. You can do that with 2GB or 4GB, but not 3. So a 1GB chip and a 512 chip in each channel gives the 3GB, but will be slower than a 1GB chip or 2x512 chips in each channel or 2x1GB or 2GB chips in each channel.

Intel state this in one of their docs, but don't seem to say how much slower. Maybe we are getting into insignificant differences, compared with the increase in speed from having more real memory for CS.
