There are numerous approaches you can take to this. Most of them require scripting, normally JavaScript.
It is also possible to use frames but they are slowly being depreciated in the name of Web Standards and they can be a pain to develop and even more of a pain to use.


You can also approach it with a tool such as Flash which in some ways is better for this slightly more interactive approach, that too has its detractors. One of its advantages is that it is harder to steal images, you'd have to take screenshots.

You might (for a simpler approach) have many pages with each set of thumbnails repeated. It will be easier for your to achieve and maintain.
