It does seem reasonable to assume if you apply the rotation in ACR, rather
than the File Browser, then it should be saved with the Camera Raw settings.
However, the settings in the left hand side of the ACR dialog apply only to
processed files; whereas the settings in the right hand side of the dialog
can be saved in a database or a sidecar file and later assigned to other raw
files.
