no, the Python IPTC Parser only works for extracting metadata from the images, not for writing it inside.
I am using IPTCParse (http://cheeseshop.python.org/pypi/IPTCInfo/1.9.2-rc5) which is a port from a Perl module.
there's a new package but work seems to be in an early stage: http://cheeseshop.python.org/pypi/jpeg/0.1.4
