As I now remember, Sasha and Stefan were working on REST, not SOAP per se. Just in case TimSki is drawing a googleblank.

It´s a package which allows you SOAP with Archetypes
in a generic way. But i don´t know the status of
this project.

Maybe you have to ask the author (ben saller).

"Webservice" can mean everything. we have standard  protocols like
HTTP, XML-RPC. Do you think of SOAP or ....??
