not sure I understand your question but PIL is required/included
since Plone 2.5
1) change the red-curve (like 5% more red)
2) add contrast
3) sharpen (like sharpen or unsharp mask in photoshop)
if you mean that each and every image should get some
default processing per default then I'm strongly against it.
What you could do, however, is to provide a transformation
that does this, register it with 'portal_transforms' and
allow people/site admins to enable it should they want to.
