The planned controlpanel should allow you to do TTW-translations and
will be based on the code/ideas in CustomizableTranslations. You will be
able to overwrite already existing translations or to provide new ones
and export/import the TTW-catalogs to/from po files.

This is needed to provide a successor for PTS's ability to overwrite
already existing translations for a site, which is currently offered
through a INSTANCE_HOME global i18n folder on the file system.

What PTS on Plone trunk still does is to register all translations found
in i18n folders in the Zope 3 way, including compiling them to mo files
inplace, so you won't need to convert all translations to the new layout
at once. It also compiles all po files in locales folders to mo files
inplace, so you don't need to ship these in your distribution tarballs.

Still missing at this point is the ability for Zope3 translations to
extend already existing ones aka the 'plone' domain use-case. I'll need
to write that code soon ;)

For Plone 3.0 it is still perfectly fine to use i18n folders. Locales
folders do work as well, but have some limitations as pointed out by
others and i18n folders only work in Products and not packages.
