In the ZMI in portal_languages switch on option 1: "Use language codes in URL path for manual override." This used to be available in the plone control panel, but not anymore since Plone 3. When I then enable English, German and Dutch and add content in the Plone Site root with ids en, de and nl, and then visit those items, the languages are English, German and Dutch, respectively. I don't think LinguaPlone is needed for this, but that is what I tested with.
