IIRC this is caused by the way you register the skin in ZCML and a
subtle difference between how one way only recurses when in Dev mode.
Register with:
<cmf:registerDirectory name="skins" directory="skins" recursive="True"/>
and you should be fine in production or dev mode.
It works.
