A little later I found the second of the two 'Image Editor' tabs working, to a degree; but the 'applying…' seems endless and AFAICT edits are *not* applied. I decide to deactivate all three of Image Editor, jQuery and jQuery UI, after which the first of the two 'Image Editor' tabs persists (and unsurprisingly, does not work; as before, page not found).
