Hi,

I made long times ago something similar in PloneGazette : when subscribing, an 
anonymous user receives a mail with a cryptic URL. Clicking on that URL from 
the mail validates the subscription. As long as the subscription is not 
validated, its mail address is ignored.

Anyway, someone who has several mail addesses can vote in the poll as many 
times ;)
