Just to clarify: the GPL is triggered by *distribution* -- not *use*.

Plone 4 is licensed under GPL v 2. If you are going to distribute Plone 4,
or a component dependent on Plone 4, it must be distributed under GPL v 2.

Plone versions earlier than 4 were licensed for distribution under GPL v 2
"or later." Those versions of Plone may, in theory, be combined with GPL 3
components and distributed under GPL 3.
