For people who haven't closed their minds to the possibility that Saddam's regime might have had dealings with Al Qaeda despite the well-known axiom that they were natural enemies.
Nothing in the article, what of it they aren't guessing at, indicates any association with Al Qaeda. It does indicate that the Taliban government did make overtures to Saddam's regime to help improve relations with Russia, who was backing the Northern Alliance in Afganistan against the Taliban. All the Al Qaeda links are connected to the Taliban. Isn't that big news. To suggest that this tangential relationship proves Iraq was in bed with Al Qaeda is ridiculous. If that were the case we'd have to do something about the Bush administration's dealing with the Taliban up to 5 weeks prior to 911 trying to negotiate a pipeline deal for Ken Lay's Enron.
