Your suggestion sounds the solution, but in the absence of that, I've had this problem a few times and normally traced it down to sharing security settings as I'm suer you know that the sharing settings and security settings are different - even though they seem to do the same job.
Also, are you using group policies at all? If so then make sure the resource is shared correctly in the apropriate policy.
