This is not so far-fetched.  Remember the 3/5 compromise?  Do we count
slaves when computing congressional representation?  Is that the same as
the Missouri compromise?   

The more I think about it, the better this sounds ... We'd probably get
the same results but at least we will get them honestly.  And some
people will have an incentive to increase the magic number on their tax
return.
