You cannot use Washington, D.C. as the basis of an exemplar for any 
climatological analysis.  Local geographical and atmospheric conditions are an 
important part of climate.  For example, New York City has several weather 
observation posts and there is typically a 5 degree F spread between them.  
Precipitation varies as well, not to mention severe weather conditions.

Washington is built on swampland.  It has no nearby mountains, all the 
buildings are capped at 130 feet and the hot air emanating from the Capitol in 
such vast quantities far outweighs the heat attributable to insolation.

Find a reasonable place to compare then and now.  Try Upper Slobovia.
