That one's right up there with the assertion that Al Gore claimed to
have invented the internet. US forces in Iraq had a standing policy
of enforcing the no-fly zone in Iraq at that time, and had engaged in
hostilities several times in the years before the impeachment. No new
orders came from the White House then; it was business as usual. The
only way that Clinton could have 'wagged the dog' here is to have
somehow convinced Saddam to send up one of his jets into the no-fly
zone. If you believe that, well...
Sooner or later it will all come out, probably post election in 2008.
