The following quote from the online WSJ summerizes my thinking, but I am open to changing it.

"This administration never said that the 9/11 attacks were orchestrated between Saddam and al Qaeda," Bush said. "We did say there were numerous contacts between Saddam Hussein and al Qaeda."

There has been constant linking of Iraq with 9/11 since it happened; this isn't a coincidence, but a deliberate attempt to link the two without having to say the actual words. After all, if Saddam merely had contacts with al Qaeda, and nothing at all to do with the 9/11 attacks, why would his name and that of Iraq be repeatedly mentioned in the same breath as 9/11?

But probably the most damning case can be made by reading the letter issued by Bush on March 19, 2003 that began the war; it contains this language: "continuing to take the necessary actions against international terrorists and terrorist organizations, including those nations, organizations, or persons who planned, authorized, committed, or aided the terrorist attacks that occurred on September 11, 2001." This isn't some slip of the tongue at a press conference; this is the letter required by the authorization for military action that Congress passed, and which started the invasion of Iraq.

But if you are truly interested in learning some recent history, here are links to several articles in different publications going back a few years. Read them, and see if you come away with the impression that the Bush administration was attempting to link Saddam with 9/11.
