Take a look at this site to see if one of their

I don't personally know how to do this in VFP, perhaps
someone has a utility that will automatically decrease
the font if there is more than one page.

Can you count the detail lines first?  Are you using
non-proportional fonts?

If you can count the detail lines first, you can
direct the output to either 

report 1 with 10 point fonts or
report 2 with 9 point fonts

or you can just shrink the font for all reports until
your biggest report fits on one page.
