Like she didn't want to have to do any actual work herself to implement a
plan?

It does not matter if there were pieces missing. That was HER job to
continue planning. I just left my job at EDS after 2.5 years, and there was
no way I could leave everything there tied up with a big bow. A lot of loose
ends have to be tied up by my successor. That's how a transition works. Duh!
