Virgil: Many companies provide this information and more for trucking; Cadec, PeopleNet, Zata, @Road, Qualcomm to name a few. They offer a full solution and have doing it for many years. There are some services I have heard of that do exactly what you are suggesting at a significantly less cost than the above companies.
As for non commercial applications, do a search on APRS! I have done mapping with a VFP database automating Microsoft Maps. This would probably work in your scenario below. It's fun stuff.
