As I become more educated on what is involved here.... I am sending to cell phones... I am currently using SMTP which I am now learning can not be used because it isn't secure and (could) involve multiple hops/storage from server to server. Security is a requirement as these messages could contain protected patient information. I am also learning that (I think) SNPP does similar to what you said - goes directly to the service provider and then to the tower (broadcast), and finally to the phone.
