I see the header as:
Subject:
=?us-ascii?Q?=5BADMIN=5D_RE:_=5BOT=5D_Obama's_and_Bush's_effects_on_the_d?=
=?us-ascii?Q?eficit_in_one_graph?=
My guess is that since the email was from Jean Laeremans, his email
software automatically encoded the contents, which rendered it invisible to the
[OT] filter.
